What ESSA Tier IV means
Under the Every Student Succeeds Act (ESSA), Tier IV evidence means a product demonstrates a rationale for effectiveness: it is grounded in research, includes a well-defined logic model connecting features to learning outcomes, and has a plan to study impact.
